Development Cost Charge Review
Like many other cities and towns in British Columbia, Nanaimo faces significant development pressure that in turn requires new or expanded infrastructure to support the demand development places on utilities and services. The costs associated with these infrastructure requirements create significant public sector financial burdens. To mitigate these financial pressures, Development Cost Charges (DCCs) are utilized as a cost recovery mechanism for apportioning infrastructure project costs amongst the developers of land.
DCCs are a method to fund infrastructure associated with growth. Monies are collected from land developers to offset some of the infrastructure expenditures incurred to service the needs of new development. These DCCs are imposed by bylaw pursuant to the Local Government Act as a method to finance capital projects related to:
- Roads
- Drainage
- Sanitary sewer
- Water
- Parkland
- Progress
The City of Nanaimo is conducting a review and update to its Development Cost Charge (DCC) program. Provided below are resources to help you learn more about the program and proposed changes to the DCC bylaw.
The draft DCC bylaw was presented to Council on 2017-NOV-06 and passed First and Second Readings. The draft bylaw passed Third Reading at the Public Hearing meeting 2017-DEC-07, and was presented to the provincial government for consideration. Based on the opinion provided by the province, a revised draft DCC bylaw was presented to Council to re-consider Third Reading on 2018-MAR-05. Final Adoption of the bylaw occurred 2018-APR-23 and is now in effect.
