Who Can Use Accessible Parking
To use accessible parking spaces or receive parking exemptions, drivers must clearly display a valid SPARC parking permit.
On‑Street Pay Parking (City‑Owned)
If you are parking on the street in a City of Nanaimo pay parking area:
- Payment is not required when a valid SPARC permit is displayed.
- The exemption applies for the posted time limit.
- All City on‑street pay parking areas are 2‑hour zones.
- You may park in any available space, not only designated accessible spaces.
Off‑Street Parking Lots and Parkades (City‑Owned)
If you are parking in a City‑owned parking lot or parkade:
- You receive a 4‑hour exemption from payment.
- A valid SPARC permit must be displayed.
This exemption only applies to City‑owned facilities.
How to Tell if a Lot Is City‑Owned
- Check the posted signs for a reference to the City of Nanaimo.
- If there is no reference to the City, the lot is likely privately owned.
- In private lots or parkades, payment is required.
When Accessible Spaces Are Full
If no designated accessible parking spaces are available:
- SPARC permit holders may park for free in any non‑reserved City parking space.
- Parking is allowed for the time shown on the posted signs in that area.

On street accessible parking
If you have a valid Parking Permit for People with Disabilities (SPARC tag), you can park in any on‑street accessible parking space.
If those spaces are full, you’re welcome to park for free in any City parking space or stall that isn’t reserved. Just be sure to follow the posted time limits shown on nearby parking signs.
Free On-Street Parking
- Free daily from 5 p.m. to 8 a.m.
- Free all day on Sundays
Paying for Parking
HotSpot Parking can be used to pay for street parking downtown and along Boundary Avenue and Dufferin Crescent near the hospital.
To pay, scan the QR code posted at the parking location or use the HotSpot app on your phone.
HotSpot accepts major credit cards, Apple Pay, Google Pay, and Visa Debit.

City parkades and parking lots accessible parking
If you have a valid SPARC parking permit, you can park in any designated accessible parking space in City parkades.
If all accessible spaces are taken, you can park for free in any City parking space or stall that isn’t reserved. Just follow the posted time limits in that area.

How to Pay
- Ticket dispensers in City parkades and lots accept:
- coins
- Visa
- MasterCard
- American Express
- Multi-day parking is available through the ticket dispenser.
You can use HONK Mobile to pay for parking in City parkades and parking lots.
If you’re running late and can’t get back to your vehicle before your parking time runs out, simply extend your session using the HONK Mobile app, no need to return to your car.

Getting an accessible parking permit
Accessible Parking Permits help people with mobility challenges park in designated accessible parking spaces.
To apply, a qualified medical practitioner in British Columbia must complete part of the application form. The practitioner will also indicate whether the disability is temporary or permanent.
The information below is provided by the Nanaimo Disability Resource Centre (NRDC). Please check their website for the most up-to-date information when applying.
Application Process
Get an Application Form
You can get a Parking Permit application form in any of the following ways:
- At NDRC
- From a doctor’s office or clinic
- From the application form link on the NDRC website.
Complete the Medical Section
A medical practitioner must complete part of the form.
Submit Your Application
After the form is complete, you can choose one of the options below.
In person
- Bring the completed application and fee to NDRC.
By mail
- Mail the completed application and payment information to NDRC.

Renewing an accessible parking permit
Your Parking Permit includes a unique registration number that is assigned to you.
It also shows an expiry date, including the month and year your permit ends. All permits expire on the last day of the month shown on the permit. The expiry month and year are punched and written on your card when it is issued.
To avoid any issues, please make sure your permit is current and valid.

Using your accessible parking permit
Each person is issued one Parking Permit, even if they have more than one vehicle.
You can use your permit in any vehicle, as long as the permit holder is travelling in the vehicle.
To make sure accessible parking is available for those who need it, the permit is for the permit holder’s use only and cannot be used by someone else.
