Dam Regulations

In British Columbia, water use, protection, conservation and sustainability are governed by a variety of Laws and Rules to ensure water is managed and protected for use by people and the environment. 

The Province of BC issues water licenses to the City under the Water Sustainability Act (WSA). The WSA is the principal law for managing the diversion and use of water resources.

Regulated dams require water licenses under this Act and must meet the requirements specified in the Dam Safety Regulations (DSR).  The DSR has requirements and best practices for all aspects of dam design, construction, operation, maintenance, removal and decommissioning of dams.

The City of Nanaimo owns and operates ten dams, all of which are regulated under British Columbia's Dam Safety Regulations. These dams are divided into two categories:

  • Water Supply Dams, located in the watershed
  • Recreational Dams, located within City Parks

To ensure compliance with provincial regulations and maintain public safety, the City of Nanaimo conducts regular dam safety inspections and assessments. The most inspection reports are available below.

Dam Safety

City dam facilities can be interesting places to visit, but they can also present serious hazards. Water levels and flows can change quickly and without warning, creating dangerous conditions both upstream and downstream of dams.

Potential hazards may include:

  • Rapidly changing water levels
  • Strong currents and water flows
  • Floating logs, debris, and submerged obstacles
  • Slippery surfaces and unstable shorelines
  • Electrical and operating equipment
During cold weather, avoid walking, skating, or ice fishing on reservoirs. Fluctuating water levels can create hidden gaps beneath the ice, making it unstable and unsafe.

For your safety:

  • Stay well clear of dams, spillways, water intakes, discharge channels, and log booms.
  • Obey all warning signs and barriers.
  • Respect fenced and gated areas.
  • Remain within designated viewing and public access areas.
  • Closely supervise children at all times.
  • Keep pets under control, especially near flowing water.
Areas immediately upstream and downstream of dams can be particularly hazardous for fishers, swimmers, paddlers, and other visitors.
River Safety
The Nanaimo River is a popular destination for boating, kayaking, fishing, swimming, and other recreational activities. While enjoyable, river conditions can change rapidly and require caution.

Water released from Jump Creek Dam and South Fork Dam is used for flood control and fish habitat protection. As a result, river levels may rise or fall daily, sometimes with little warning.

Changing water levels can:

  • Create stronger currents
  • Conceal submerged hazards
  • Alter shoreline conditions
  • Increase risks for swimmers and boaters
When enjoying the Nanaimo River:

  • Be alert to changing river conditions.
  • Stay clear of dams and restricted areas.
  • Obey all warning signs.
  • Avoid areas with unstable footing or slippery banks.
  • Wear appropriate safety equipment when boating or paddling.
  • Practice safe boating and paddling techniques at all times.
Boating, canoeing, kayaking, fishing, and swimming near dams can be extremely dangerous. Always maintain a safe distance from dam structures and fast-moving water.
