Billing Rates (Water, Sewer & Garbage)
User Rates are charges for water, sewer, and garbage provided to properties serviced by the City of Nanaimo.
Rates are set annually and are based on a combination of:
- Water consumption
- Sewer consumption
- Fixed service charges
- Property characteristics (such as number of dwelling units and property type (i.e. residential vs non-residential))
Water and sewer services are self‑funded, which means the fees collected are used to cover operating costs and to save for future maintenance and infrastructure upgrades. Solid waste rates (garbage, recycling, and organics) are based on the cost of providing collection services, including programs that support waste reduction and the replacement of carts and collection vehicles.
The user rates charges are based on both usage and fixed costs.
Water Consumption
- Based on the amount of water used
- Measured by the water meter
Sewer Consumption
- Based on the amount of water used
- Billed only for non-residential properties
Fixed Charges
Fixed charges apply regardless of water use and may include:
- Water service charge: based on the size of the water meter(s) servicing the property
- Sewer service charge: per residential dwelling unit for residential properties or per property for non-residentiual properties
- Garbage charge: per residential dwelling unit with an option to upsize the garbage cart at an additional daily cost

Charges may vary based on the number of residential dwelling units and type of property (single-family, duplex, multi-family, mixed use, non-residential)

Garbage Upsize (maximum upsize is 120L per dwelling unit) | $0.31925 |
*Water consumption tiers are adjusted based on the number of residential units on the property.
Each tier limit is multiplied by the total number of dwelling units.
For example:
- 1 unit → Tier 1: 0 - 110
- 2 units → Tier 1: 0 - 220
- 3 units → Tier 1: 0 - 330
- 4 units → Tier 1: 0 - 440
The same scaling applies to all consumption tiers.

What Affects the Bill?
The user rates bill may change due to:
- Increased or decreased water use
- Seasonal usage (i.e. summer irrigation)
- Changes in rates (set annually)
- Changes to the number of units on the property
How Are the Bills Calculated?
User Rates charges are calculated based on a combination of water use, fixed charges, the number of units on a property and the property type.
