Pre-Application Meetings

What is a Pre-Application Meeting?

Prior to submitting a development application, a Pre-Application Meeting with the City is required. A Pre-Application Meeting gives you the opportunity to present your proposal to City staff and discuss any issues or requirements that need to be addressed prior to a formal submission. It also gives staff the opportunity to answer questions or concerns you may have, and to identify any outstanding items that are required as part of your application. 

Please note: Applicants who are not experienced developers are encouraged to appoint a qualified professional (i.e. Planner, Architect, Surveyor, Engineer) to assist them through the development process. View our Professional's Listing for more information.

When do I need a Pre-Application Meeting?

Preliminary Information Requirements

With a Pre-Application Meeting request, the following information is required at a minimum, though additional information, plans, or reports that are available should also be provided in order to receive the most appropriate feedback on the proposal. If multiple application types are anticipated (e.g. subdivision with a variance), the requirements for each application type must be submitted.  

Official Community Plan (City Plan) Amendment

  • Conceptual Site Plan to show the intended use of the site and the scale of development 

Rezoning / Zoning Bylaw Amendment

  • Conceptual Site Plan and/or building renderings to show the intended use of the site and the scale of development 

Development Permit 

  • Conceptual Site Plan to show the intended use of the site, potential landscape and amenity areas, tree retention, environmentally sensitive features, and scale of development in relation to neighbouring properties. The plan should be scalable, and should include the following information: 
    • Lot dimensions 
    • Rights-of-way and easements

In addition, the following is recommended to be shown on the plan to provide context:

  • Conceptual building massing and/or building renderings to illustrate the building massing and form as well as provide an understanding of the exterior finishes (Form & Character DPs) 
  • Dimensions and setbacks of existing and proposed buildings 
  • Existing and proposed access points to the site 
  • Vehicle and pedestrian circulation 
  • Location, numbering and dimension of all off-street parking 
  • Watercourses, including their natural boundary, wetland boundary (where applicable), top of bank (where applicable) and leave strip boundaries 
  • Other details such as vegetation to be retained, proposed retaining walls, proposed fencing 

Development Variance Permit 

  • Conceptual Site Plan, showing: 
    • Legal data (survey) showing dimensions of all property lines, rights-of-way and easements, north arrow, scale and date of plan
    • Dimensions and setbacks of proposed and existing buildings
    • Location, numbering and dimension of all off-street parking and loading spaces/docks
    • Existing and proposed access points to site, off-street parking and loading areas
    • All watercourses, including their natural boundary, wetland boundary (where applicable), top of bank (where applicable) and leave strip boundaries

Temporary Use Permit 

  •  Conceptual Site Plan and/or building rendering to show the intended use of the site and scale of development 

Board of Variance Application  

  • Conceptual Site Plan, showing:  
    • Legal data (survey) showing dimensions of all property lines, rights-of-way and easements, north arrow, scale and date of plan
    • Dimensions and setbacks of proposed and existing buildings
    • Location, numbering and dimension of all off-street parking and loading spaces/docks
    • Existing and proposed access points to site, off-street parking and loading areas
    • All watercourses, including their natural boundary, wetland boundary (where applicable), top of bank (where applicable) and leave strip boundaries

Other (Liquor/Cannabis, ALR, Covenant Amendment, Heritage Alteration, Housing Agreement)  

  • Conceptual Site Plan and/or building renderings to show the intended use of the site and scale of development 

Subdivision

  • Conceptual Site Plan prepared by a BC Land Surveyor showing, at a minimum, the proposed lot layout, lot dimensions, lot depths, lot areas, building setbacks, and adjacent roads and parcels

In addition, the following is recommended to be shown on the plan to understand the context of the land and the subdivision potential:

  • watercourses, wetlands, and environmentally sensitive areas
  • setbacks for all watercourses, wetlands, and environmentally sensitive areas 
  • any top of slope and toe of slope, with geotechnical setbacks if available 
  • existing encumbrances, includes easements and statutory rights-of-way 
  • existing buildings 
  • contours
