September 12, 2016 Regular Council Summary
Public input for Core Review
During an eTown Hall session, Council heard from the public about the recommendations from the Core Services Review. Some recurring themes included garbage collection, staff wages, downsizing the number of prisoner guard positions and the recommendation to close Beban Pool for three months in the summer.

Council wants community engagement
A motion was passed to have regular community engagement meetings before or after a regularly scheduled Council or Committee of the Whole meeting.

Local groups get Tax Exemptions
The Nanaimo Disability Resource Centre, BC SPCA, Boys & Girls Club of Central Vancouver Island, Nanaimo Auxiliary to Nanaimo Regional General Hospital, Nanaimo Recycling Exchange and Basic Christian Community Centre (Bethlehem Centre) had their property taxes waived for 2017 under the Permissive Tax Exemption program.

Affordable student housing
The proposed affordable housing complex for Indigenous students at 1406 Bowen Road got one step closer to becoming a reality as Council gave approval for the City to enter into an Option Holder Agreement with Nanaimo Aboriginal Centre and BC Housing Management Commission (BCHMC). The agreement will help the Nanaimo Aboriginal Centre receive funding from the BCHMC.

Nanaimo development updates
A new multi-family rental apartment building at 244 Selby Street got the go ahead with variances to reduce the parking spaces from thirteen to nine and to reduce the setback on Selby Street from 3m to 2.54m, and on Richards Street from 3m to 2.08m.

Motion carried: Unanimous.
A proposed commercial development at 1847 Dufferin Crescent will see five residential units added to the second floor of one of the buildings, a decrease in parking stalls from 52 to 48 and parking spaces for small cars will increase from 33 per cent to 50 per cent.
Section 9b
Motion carried: Unanimous.
A total of eight residential units will be added to the second floor of the commercial development at 4535 Uplands Drive. Parking stalls will decrease from 40 to 35, parking spaces for small cars will increase from 33 per cent to 37 per cent and the loading zones will reduce from two to one.

Motion carried: Unanimous.
A Development Variance Permit was issued for the property at 982 Douglas Avenue which will be subdivided into eight lots.

Motion carried: Unanimous.
A covered deck on the property at 6320 Brannen Lake Road was approved.
Section 9e
Motion carried: Unanimous.
The rezoning of 615 and 699 Harewood Road to permit an eleven unit townhouse development passed first and second reading and will now go to public hearing.

Motion carried: Unanimous.
Construction started without a permit
The properties at 2665 Lynnburn Crescent and 106 Fry Street received a notice on the property title for starting construction without a permit.

Motion carried: Unanimous.
Secondary suites addressed
The properties located at 2803 106th Street, 2881 Biscayne Bay, 2785 Country Club Drive, 2224 Departure Bay Road, 16 Fourth Street, 6302 Invermere Road, 59 Princess Street, 410 Rosehill Street and 5816 Tweedsmuir Crescent received a notice on the property title for failing to conform to the City’s building bylaw for secondary suites that need upgrading to address life safety issues.
