Committee Recommendations

Recommendation from the November 6, 2024 Special District 68 Sports Field and Recreation Committee meeting:

  • Council directed staff to work with the Regional District of Nanaimo (RDN) on options for expanding the City’s Civic Sport & Culture Merit Awards to include recognition for those residing in the RDN, but outside the city limits, as part of future awards ceremonies.

Recommendation from the November 13, 2024 Advisory Committee on Accessibility and Inclusiveness meeting:

  • Council will be providing a letter of support for the City’s application for a Local Community Accessibility Grant to SPARC BC in the amount of $24,052 for the purchase and installation of seven assistive hearing devices for the wickets at the front counters at all five of the City’s recreation centres.

Reports

“Management Terms and Conditions of Employment Amendment Bylaw 2024 No. 7273.03” (a bylaw to amend the provisions of the Management Terms and Conditions of Employment Bylaw 2019, No. 7273) passed three readings. The amended bylaw provides the CAO with the authority to waive overtime limits for staff in rare cases where significant amounts of overtime are required.
Section 12a

“Zoning Bylaw Amendment Bylaw 2024 No. 4500.233” passed two readings and “Business Licence Amendment Bylaw No. 7318.02” passed three readings. The bylaw amendments clarify the licensing, regulation, and enforcement of short-term rentals.
Section 12b

An application to rezone 5800 Sunset Road, to allow for a future development of up to four dwelling units, passed three readings and was adopted.
Section 12c

Council directed staff to provide free two-hour parking in a portion of the Bastion Street Parkade (approximately 60 stalls) for the duration of the construction of the Commercial Street Phase One project.
Section 12d

Staff informed Council that a memorial plaque would be placed at the mass gravesite in Bowen Cemetery commemorating the 23 victims of Queen Charlotte Airlines Flight 107 which crashed into the north slope of Mt. Benson on October 17, 1951.

 Bylaw Updates

"Highway Closure and Dedication Removal Bylaw 2024 No. 7376" (to provide for highway closure and dedication removal of an unnamed lane adjacent to 2209 Bowen Road) passed third reading.
Section 13a

"Cemetery Bylaw Amendment Bylaw 2024 No. 7084.02" (a bylaw to authorize Commonwealth War Graves Commission memorial and other housekeeping amendments) was adopted.
Section 13b

"Fees and Charges Amendment Bylaw 2024, No. 7336.11" (a bylaw to amend the cemetery fees and charges) was adopted.
