Committee Recommendations

Recommendations from the October 31, 2025 Governance and Priorities Committee meeting:

Section 10a

Administrative Reports

Council approved the 2026 Council and Committee key date calendars and Acting Mayor schedule.
Sections 11a,b

“City Plan Amendment Bylaw 2025 No. 6600.002” was amended to adding the following clause to Section 2.2 of the bylaw: “Preserve options for future mobility infrastructure, including transit, in the E&N Railway Corridor, and seek opportunities to provide clear connections from the E&N Railway Corridor to Urban Centres and transit exchanges.” The Bylaw then passed two readings.
Section 11c

"Zoning Bylaw Amendment Bylaw 2025 No. 4500.243" (general mapping and site-specific text amendments to the Zoning Bylaw) passed two readings.
Section 11d

Development Reports

A Development Variance Permit was issued for 205 Seventh Street, to allow the enclosure of an existing non-conforming carport with a variance.
Section 13a

An application to rezone 32 Fourteenth Street, to facilitate a proposed 13-lot subdivision, passed three readings.
Section 13b

Bylaw Updates

"General Election Amendment Bylaw 2025 No. 7129.05" was adopted.
Section 14a

Correspondence & Other Business

Council directed staff to prepare a report with options on zoning amendments to Bylaw 4500 that exclude emissions intense heavy industries such as waste-to-energy incinerators, chemical plants, thermal electrical generators, petroleum refineries and liquefied natural gas export facilities from existing Industrial zones in order to require site specific zoning.
