Section 8a

Committee Recommendations

Recommendations related to the April 27, 2026 Governance and Priorities Committee meeting:

  • Council directed staff to proceed with recommendations outlined in the report Building Permit Function Review Update and to amend the 2026-2030 Financial Plan after final adoption to add a full time Senior Engineering Development Technician and related costs.

Reports

“Financial Plan Amendment Bylaw 2026, No. 7436.01” (to amend the 2026 – 2030 Financial Plan) passed three readings.
Section 12a

“Property Tax Rates Bylaw 2026, No. 7455” (a bylaw to set the 2026 property tax rates) passed three readings.
Section 12b

Council directed staff to submit Expressions of Interest under the Build Communities Strong Fund Direct Delivery stream for the following projects:

  • Public Works Yard Update;
  • Millstone Trunk Sewer from East Wellington to Westwood;
  • Loudon Park Improvements; and
  • Stadium District Amenity Buildings.

Section 12c

Council directed staff to prepare a letter of support relating to a provincial application to the Connecting Communities BC Program for improved broadband services on Protection Island.
Section 12d

“Zoning Amendment Bylaw 2026, No. 4500.252” (to update the Interim Corridor Area regulations) passed three readings.
Section 13a

Council abandoned bylaws related to a land use contract discharge for 500 Comox Rd and rezoning for 444, 450, 500 Comox Road, 55 Mill Street and 1 Terminal Avenue.

"City of Nanaimo Amenity Cost Charges Bylaw 2026, No. 7440" was adopted.
Section 14a

"South Nanaimo Transportation Development Cost Charge Reserve Fund Bylaw 2026, No. 7444" was adopted.
Section 14b

"Amenity Cost Charge Reserve Fund Bylaw 2026, No. 7445" was adopted.
Section 14c

Correspondence and Other Business

The Mayor, on behalf of Council, will be providing a letter of support to the Nanaimo International Jazz Festival Association for their application to the BC Community Gaming Grants.
Section 15b

Council passed a motion of support for the Nanaimo RCMP’s 2026/2027 Annual Performance Plan priorities. A motion from the Public Safety Committee indicating an emphasis on the toxic drug crisis, mental health teams, concerns regarding the custody release procedures for prolific offenders and restorative justice also passed.
