Committee Recommendations

Recommendation from the February 18, 2026 Advisory Committee on Accessibility and Inclusiveness meeting:

Council directed staff to designate the space in the southern corner of the proposed Maffeo Sutton Park amenity building layout as a flexible space that includes a change table, a sink and an armchair, without designating specifically what the space is for.

Reports

Council approved a grant application to the Age-Friendly Communities program for $15,000 in funding to support the development and distribution of a Seniors Emergency Preparedness Information Guide.

Council approved a grant application to the UBCM Emergency Operations Centres Equipment and Training program for funding to provide in-house Emergency Operation Centre training and education.

Bylaw Updates

"Bylaw Notice Enforcement Amendment Bylaw 2026 No. 7159.26" was adopted.

"Business Licence Bylaw Amendment Bylaw 2026 No. 7318.03" was adopted.

"Housing Agreement Bylaw 2026 No. 7430" was adopted.
Section 14c

"2026 Home Energy Retrofit Parcel Tax Bylaw 2026, No. 7447" was adopted.

Correspondence & Other Business

The Mayor, on behalf of Council, will provide a letter of support to the Nanaimo BMX Association regarding their application to host the BMX Canada Cup and Canadian National BMX Championships in 2027 and 2028, and to the Vancouver Island Exhibition regarding their application to the Destination Events Program grant. 
Section 15a,b

Council directed Staff to prepare a report outlining options to mitigate noise impacts from car wash facilities on adjacent residential properties.
Section 17a

Council designated Councillor Manly as the City of Nanaimo’s delegate and Acting Mayor for the March 17 to 21, 2026 Smart City Summit & Expo and March 17 to 20, 2026 Net Zero City Expo, with related costs to be covered by Councillor Manly and/or event organizers.
