Committee Recommendations

Recommendation from the November 24, 2025 Governance and Priorities Committee meeting (had been previously deferred to the Public Safety Committee):

  • Council directed staff to design and implement phase 2 of traffic calming measures on Lost Lake Road as outlined in the November 24, 2025 staff report.

Recommendation from the December 10, 2025 Public Safety Committee meeting:

  • Council directed staff to provide the Public Safety Committee with regular updates on the Hub.

Recommendations from the December 17, 2025 Finance and Audit Committee meeting:

  • Council approved 2025 Partners in Park Program funding for improvements at the Beban BMX Park ($20,000) and for storage at Kinette Evergreen Park ($10,000)
  • Council approved $705,421 in 2026 Cultural Grant funding for the Operating, Project and Downtown Event Revitalization Fund grant programs.

Wray Jones spoke regarding protection of mature trees in neighbourhoods and City parks.
Section 11a

Administrative Reports

Staff provided an overview of the Phase 2 engagement results for the Woodgrove Area Plan and a summary of key findings from Phase 3 of the project.
Section 12a

Staff provided Council with the results of the petition against process for the Downtown Nanaimo Business Association Business Improvement Area Bylaw.
Section 12b

Council directed staff to submit three resolutions to the Association of Vancouver Island and Coastal Communities for consideration at their Annual General Meeting and Convention regarding the following:

  • Streamlining the MRDT renewal process
  • Updates to the BC Motor Vehicle Act
  • Raw log exports

Council directed staff to send a letter to the Minister of Housing and Municipal Affairs requesting action on increasing funding and supports for BC Public Libraries, as supported by membership of the Union of BC Municipalities at their 2025 convention.

Housing agreement bylaws for 3425 Uplands Drive passed three readings.
Section 13a

An application to rezone 1100 Maughan Road, to allow for a cannabis retail store, passed two readings.
Section 13b

Bylaw Updates

  • "Zoning Amendment Bylaw 2025, No. 4500.242" was adopted.
  • "Fees and Charges Amendment Bylaw 2025, No. 7336.14" was adopted.
  • "Downtown Nanaimo Business Association Business Improvement Area Bylaw 2025, No. 7395" was adopted.
  • "Inter-Community Business Licence Bylaw 2025 No. 7435" was adopted.
  • "Financial Plan Bylaw 2025, No. 7436" was adopted.

Correspondence and Other Business

Council received the quarterly report for July 1 – September 30, 2025, from the Office of the Ombudsperson.
Section 15a

The Mayor, on behalf of Council, will be providing a letter of support to the Alma Mater Society of UBC regarding the implementation of a discounted student rate on BC Ferries.
Section 15b

Council will be providing $30,000 to the Island North Film Commission, funded from the Strategic Infrastructure Reserve.
Section 15c

The Mayor, of behalf of Council, will send a letter to the Minister of Housing and Municipal Affairs requesting a meeting to discuss the urgent need for funding of a daytime drop-in homelessness resource hub and other housing-related matters.
