May 10, 2021 Governance and Priorities Committee Meeting

Long Lake Paddling and Rowing Centre Update
Council received the three concepts for public review and comment and directed staff to return with a finalized design, plan and costing for Council consideration and deliberation during the 2022-2026 Financial Plan Review process.

Council will consider the addition of the overall park and playground redevelopment into the same project year to minimize park disruption.

Lenhart Bridge Upgrade Options
Council directed staff to include $237,000 for the Lenhart Bridge replacement project in 2022 of the Draft 2022–2026 Financial Plan for consideration during the budget review process.

Council was presented an overview of the value and importance of timber harvesting in Nanaimo and the issues facing the forest industry today.

Opal Road Traffic Calming Measures
Council was provided a verbal presentation requesting that Mayor and Council bring a motion forward to reconsider Council’s May 3, 2021 decision to remove traffic calming measures on Opal Road at Rock City Road.

Council Outcome: Council did not provide alternate direction regarding Opal Road traffic calming measures.

The following motion is still in effect:

It was moved and seconded that Council direct staff to remove the existing turn control measures on Opal Road.”

Development Variance Permit Application No. DVP416 – 701 & 702 Fern Ridge Place, 1031-1047 Harewood Mines Road, 1018-1046 Palomino Place, and 703 & 729 Trailside Road
A development variance permit application was submitted to increase the maximum permitted building height and reduce the minimum rear yard setback for recently created properties on Fern Ridge Place, Harewood Mines Road, Palomino Place, and Trailside Road.

Council Outcome: Council issued Development Variance Permit No. DVP416.

Development Variance Permit Application No. DVP417 – 1925 Bowen Road
A development variance permit application was submitted to vary the conditions of use in the COR3 zone to increase the maximum permitted gross floor area for an individual retail use.

Council Outcome: Council issued Development Variance Permit No. DVP417 at 1925 Bowen Road.

Regional Growth Strategy Amendment - Nanaimo Airport
Council supports the proposed Regional Growth Strategy amendment and directed staff to forward Council’s decision to the Regional District of Nanaimo’s Board.

Land Exchange and Road Closure - 857 Old Victoria Road
Council authorized the road closure and disposition of a portion of Eighth Street adjacent to 857 Old Victoria Road and directed staff to enter into a Road Closure and Land Exchange Agreement.

Council passed first and second readings of “Highway Closure and Dedication Removal Bylaw 2021 No. 7286” (To provide for highway closure and dedication removal of a portion of Eighth Street adjacent to 857 Old Victoria Road) and directed staff to proceed with public notice for the closure and disposition of a portion of Eighth Street.

Council passed first, second and third readings of “Morningside Drive Local Service Area Parcel Tax Amendment Bylaw 2021 No. 7288.01” (To adopt amendments to reflect the change in the year of construction completion).

Council adopted “Zoning Amendment Bylaw 2020 No. 4500.181" (To rezone 5485 and 5495 Godfrey Road from Single Dwelling residential [R1] to Low Density Residential [R6]).
