First Street Area Utility Upgrades - C1572
Project Description
The City of Nanaimo is undertaking infrastructure improvement projects in the First Street Area as part of its 5-Year Capital Plan. These projects focus on the revitalization and upgrade of essential utilities, enhancing the city's resilience, and supporting growth and service quality for its residents. The First Street Area Utility Upgrades consist of:
- Replacement of approximately 260 meters of a 200mm diameter concrete sanitary main along Bowen Road, from Acacia Ave to Ashlar Ave.
- Replacement of a 117-meter run of 150Ø concrete pipe and an 85-meter run of 150Ø and 200Ø concrete sanitary segments, and of approximately 80 meters of 200Ø ductile iron watermain, from the Bowen Road intersection at Doric Avenue up to 96 Doric Ave.
- Replacement of approximately 44 meters of concrete sanitary pipe, from 629 First Street to the manhole at First and Doric.
- Two additional runs of sanitary in the alley from 96 to 104 Doric, and a portion running from the manhole behind 104 Doric to Ashlar Avenue.
- Full lane rehabilitation will be completed along Bowen Road and Doric Avenue where new utilities are replaced. Other sections will involve trench restoration.
- A "raised local" intersection will be included in the scope of work at Doric and Bowen.
The work area is divided into 3 zones as follows:
- Zone 1 – Doric Avenue, from Bowen to 96 Doric.
- Zone 2 – Bowen Road, from Acacia Ave to Ashlar Ave.
- Zone 3 – Easement and Alley replacements from 96 to 104 Doric.
Updates:
April 24th 2024 - The project is nearing completion with roads and utility services restored.
March 27th 2024 - Water service will be disrupted in the immediate project area between the hours of 11pm - 7 am (over night) to facilitate a watermain tie-in.
March 8th 2024 - Water service will be disrupted in the immediate project area between the working hours of 9 am - 4 pm to facilitate a watermain tie-in.
March 2024 - Work is now underway on Bowen Avenue (Zone 2), replacing sanitary sewer between Acacia and Ashlar. Hazelwood Construction is focusing on the south-east bound lane, so traffic will be limited to single lane alternating for that short stretch during standard working hours (7 am – 5 pm). When crews are not on site, the pavement will be left 2 inches low for repaving at the end of March. Vehicle traffic should slow down to avoid excessive bumps in the uneven pavement.
February 2024 - Utility improvement work has begun along Doric Ave. The watermain will be replaced throughout the month of February with a tie-in at Bowen happening at the end of the month. Sanitary and Storm improvements will occur along Doric throughout this time and the corridor will remain accessible to local traffic only.
General Considerations
- Typical hours of work for this project will be Monday to Friday, 7:00 AM to 5:00 PM, with work after hours and weekends as required.
- Single lane traffic on Bowen Rd should be expected in late March for 3 – 4 weeks, after 9:00am Monday to Friday.
- Access to Doric and First St, in the areas mentioned above, could be limited to local residents only for periods of the project.
- Residents living adjacent to the project area should plan for potential delays. If avoiding these roads is not feasible, allow extra time for your journey.
- Construction noise and vibration should be expected during working hours.
- Residents and businesses will be notified 24 hours in advance of any scheduled water shutdowns.
- Anticipate traffic pattern changes, and periodic night work.
- If you live in the area and have young children, please advise them of the dangers of construction and the limited visibility of heavy equipment and trucks
- Landscape restoration will be done at the end of the project.

Estimate Construction Start Date: mid-January 2024
Estimate Construction Completion Date: April 30, 2024
