Subdivision and Development Servicing Bylaw & MoESS Update

The City’s Subdivision Control Bylaw is in need of a larger update to ensure that it is clear on the City’s requirements for subdivision approval and reflects current legislative requirements and best practices. The planned update to the Bylaw is being coordinated with an update to the Manual of Engineering Standards and Specifications (MoESS), which makes up Schedule A of the Bylaw, with the intent of bringing both amendments forward concurrently.

 

The new bylaw will now be called the Subdivision and Development Servicing Bylaw.

    The proposed bylaw amendments are currently in draft form, and have been sent for review and comment to regular bylaw users. 

    The anticipated schedule for adoption is as follows:

    • Draft bylaw (Complete)
    • Review of draft bylaw by external users (February 3, 2026 - March 13, 2026)
    • Revised draft updates (March 16, 2026 - April 30, 2026)
    • Staff report to Council tentative (May 25, 2026)
    • Fourth Reading to amending bylaw tentative (June 1, 2026)
