City Council ends funding for Systems Planning Organization Society, explores new health and housing strategies

At its closed meeting on Nov. 3, 2025, Nanaimo City Council made the decision to discontinue funding for the Nanaimo Systems Planning Organization Society (SPO). Established by the City with initial core funding, the SPO was created to advance priorities outlined in the 2021 Health and Housing Action Plan.

This decision reflects Council’s commitment to ensuring that City resources and partnerships are aligned with the evolving needs of the community. As part of the 2026 Financial Planning Process, Council has directed City staff to bring forward alternative options for implementing the 2021 Health and Housing Action Plan.

The City acknowledges and appreciates the contributions of the SPO’s Board of Directors and staff, and is committed to supporting a respectful and thoughtful transition.
