Committee recommendations

Recommendations from the April 15, 2026 Finance and Audit Committee meeting:

  • Council approved a one-time payment of $60,000 in 2026 to the Vancouver Island Military Museum. Council will consider options during the fall budget sessions for a 10-year co-management agreement.
  • Council accepted the 2025 Annual Financial Statements for the City of Nanaimo.
  • Council approved a total of $20,000 in Community Environmental Sustainability Project Grant funding, as outlined in the staff report.
  • Council requested a staff report on the criteria for accessing the Knowles Reserve Fund, and whether it may be an option to apply those funds to the unsuccessful community environmental sustainability grants from the south end neighbourhood.
  • That Council awarded $50,000 from the 2026 Partners in Parks Program Fund for proposed park improvements and playground installation at Sunview Park.
  • Council approved a $100,000 grant request to the Beyond Van Gogh: The Immersive Experience event.

Section 10a

Reports

Council received the results of the municipal boundary extension alternative approval process (AAP) and directed staff to submit the necessary documentation to the Ministry of Housing and Municipal Affairs to request a boundary extension to include Snuneymuxw reserve lands (IRs #1,# 2,# 3 and #4) within the City of Nanaimo’s municipal boundary.
Section 11a

Council gave three readings to renewed Development Cost Charge (DCC) Bylaws, to support community growth and critical infrastructure including transportation, water distribution, water supply, drainage, sewer, parks and South Nanaimo area-specific transportation.
Section 11b

Council gave three readings to an Amenity Cost Charge (ACC) Bylaw, to support improvements at Beban Park and the Stadium District, and a community recreation facility in the South Gate Urban Centre. The Community Amenity Contribution Policy was also repealed.
Section 11d

Bylaws to establish reserve funds related to the DCC and ACC programs passed three readings.
Sections 11c,e

Council gave three readings to a DCC reduction bylaw, to offer a 50% DCC reduction for not-for-profit rental housing and supporting housing.
Section 11f

A Development Permit was issued for 270 Neen Road, to facilitate an 11-lot subdivision including the construction of an emergency and pedestrian access crossing a watercourse.
Section 13a

Council will be recommending that the Liquor and Cannabis Regulation Branch approve the application for a liquor primary licence at 25 Front Street (The Globe Live Studio).
Section 13b

Bylaws and Other Business

"Highway Closure and Dedication Removal Bylaw 2026 No. 7448" was adopted.
Section 13b

Council rescinded a motion made at the January 19, 2026 meeting that had directed staff to submit a resolution to the Association of Vancouver Island and Coastal Communities regarding streamlining the MRDT renewal process.
