Manufactured Home Community Energy Efficiency and Emission Reduction Strategy

Nanaimo has 1,652 manufactured home lots in 20 communities (parks). Many of the those living in these communities spend more money on home heating then other Nanaimo residents.  Extreme temperature swings are common in manufactured homes. Manufactured home residents are more reliant on air conditioning than single family homes. 

Manufactured home communities need unique energy solutions. Manufactured home community residents own their own homes; but rent a pad space from the park owner. The community (park) operator provides services like electricity to the manufactured homes in the community.  Community residents choose their own home heating, cooling, and hot water systems. Those choices are limited by overall capacity in community.   

For Phase 1 of the project, the City worked with the Regional District of Nanaimo (RDN) to develop a guide for manufactured home community residents. The guide will help community residents complete energy efficiency improvements, like a heat pump, in their home. A separate guide was also done for manufactured home community owners. This guide provides information for owners and managers, to help them support resident energy efficiency improvements.

Phase 2 of the project will address community site level barriers, such as limited electrical capacity. A number of manufactured home communities will be selected through a grant application process (details to follow) to receive a subsidized electrical capacity study.  This phase will then suggest solutions to community level barriers preventing heat pump installs.

    Phase 1 (completed  March, 2025)

    Phase 2 (July, 2025 to March, 2026) phase 2 will include the following key deliverables:

    Capacity Scan Grant Program Development.  (July to October 2025) This will include a engagement session with stakeholders on grant development and the announcement, submission period and review of the capacity scan grant applications.

    Electrical Capacity Scans (October, 2025 to February, 2026).  Electrical capacity scans will be completed for selected manufactured home communities in Nanaimo.

    Final Reporting (December, 2025 to March, 2026).  The final report will recommend solutions for community site level barriers to electrical efficiency and low emission upgrades.

    City Plan policy supports "the upgrade of existing buildings so that all buildings achieve net-zero emissions by 2050". (C1.1.5).  Manufactured home parks need to be considered if the City is going to achieve this goal.  City Plan also encouraged the City to "advocate to the Provincial government for additional power and policy tools to meet the City’s climate goals" (C1.1.7).  Phase 2 of the project will identify policy solutions for all levels of government and advocate for those solutions that cannot be directly implemented by the City.
