November 15, 2021 Regular Council Summary
eTown Hall
An eTown Hall took place at the start of the meeting with Council answering the public’s questions related to the 2022-2026 draft Financial Plan.
Committee Recommendations
Council approved increasing the budget for the Stadium District Plaza from $350,000 to $1,164,000 by cancelling the Serauxmen Stadium Artificial Turf Infield project and reallocating $200,000 from the Stadium District Temporary Washroom budget.
Section 11a
Council endorsed the Community Amenity Contribution Policy which will ensure greater contributions for public amenities as the city grows.
Section 11b
Council approved the following:
- Adding a Parkade Security Plan to 2022 of the 2022-2026 Financial Plan
- Extending the Community Clean Team Pilot project to December 31, 2022
- Adding a Manager, Vancouver Island Emergency Response Academy (VIERA) position to the 2022-2026 Financial Plan effective February 1, 2022
- Reducing the 2022 Snow and Ice Control (SNIC) budget back to 2021 budget levels
Section 11c
Development around Nanaimo
A Development Permit for 340 Campbell Street, to allow for a multi-family development with 163 rental units, was approved.
Section 13a
An Official Community Plan Amendment Application, replacing the existing Sandstone Master Plan from 2009 with an updated Sandstone Master Plan, passed two readings. The proposed Plan guides the long-term development of the properties located at 1200 Frew Rd and 1560/1650 Island Highway South.
Section 13b
Council approved a 20-year Easement Agreement for the Marriot Hotel’s parkade use at 101 Gordon Street.
Section 13d
A Rezoning Application for 440 Kennedy Street, to permit a site-specific rezoning and lot line adjustment which will facilitate the creation of a buildable residential infill lot, passed 2 readings. A third reading will be considered once the road dedication, community contribution and building orientation covenant are secured.
Section 13e
School Site Acquisition Charges
Council is supporting the Nanaimo Ladysmith Public Schools’ Board resolution to institute a School Site Acquisition Charge and have directed Staff to prepare a companion bylaw that would enable the collection of School Site Acquisition Charges on any development of two and three residential units.
Section 13c
Bylaw Updates
“Zoning Amendment Bylaw 2019 No. 4500.160” (To rezone 115 Chapel Street to allow Cannabis Retail Store as a site-specific use the Core [DT1] zone) was adopted.
Section 14a
“Political Signage Regulation Bylaw 2021 No. 7335” (To govern the use of political signs within the City of Nanaimo) was adopted.
Section 14b
“Traffic and Highways Regulation Amendment Bylaw 2021 No. 5000.047” (To remove references to election signage) was adopted.
Section 14c
“Sign Amendment Bylaw 2021 No. 2850.23” (To remove references to political or campaign signs) was adopted.
Section 14d
“Bylaw Notice Enforcement Amendment Bylaw 2021 No. 7159.14” (To assign fines associated with political sign violations) was adopted.
