Reports
“Accommodation Tax Request Bylaw 2024 No. 7383” (To renew the Municipal and Regional District Tax [MRDT]) passed three readings. Council directed staff to submit an application to Destination BC for a renewal of the MRDT effective 2025-JAN-1 to 2029-DEC-31 once the bylaw is adopted.
Council issued a Development Variance Permit for 4978 Fillinger Crescent, to reduce the parking requirement for an existing dwelling to allow a secondary suite.
Council issued a Development Permit for 924 Old Victoria Road, to allow for a light industrial development.
“Development Procedures and Notification Bylaw 2024 No. 7375” (to establish development and notification procedures) passed three readings. The new bylaw clarifies and modernizes the development procedures and notification requirements, reflects current best practices and aligns with new provincial legislation.
Council directed staff to bring forward a draft Zoning Amendment Bylaw and draft Building Amendment Bylaw to implement the Increasing Housing Options initiatives and Provincial Small-Scale Multi-Unit Housing legislation.

“Transit-Oriented Areas Designation Bylaw 2024 No. 7382” (to implement transit-oriented areas as required by Bill 47 – Housing Statutes and associated regulations) passed three readings. “Off-Street Parking Regulations Amendment Bylaw 2024 No. 7266.03” (to implement amendments related to Transit Oriented Areas – Bill 47 – Housing Statutes and associated regulations) passed two readings. A public hearing will be held prior to the Off-Street Parking Regulation Amendment Bylaw being considered for third reading.

“Property Tax Rates Bylaw 2024 No. 7380” (a bylaw to set the property tax rates for 2024) was adopted. The City of Nanaimo's property tax increase for 2024 is set at 7.7 per cent (6.7 per cent to cover operating costs and one per cent for the Asset Management Reserve for 2024).
