December 19, 2022 Regular Council Summary

Committee Recommendations

Council approved grant funding for a number of initiatives, including:

  • $510,139 in 2023 Cultural Grants (Operating, Project and Downtown Events)
  • $21,900 in 2023 Community Vitality Grants
  • $60,000 in 2023 Social Response Grants
  • $8,092.75 for the first intake of 2023 Community Watershed Restoration Grants
  • A $3,500 Community Program Development Grant for the Nanaimo Men’s Resource Centre

Council increased the budget for the Richardson Road Water Project in 2022 from $753,587 to $953,587.

Council endorsed the Neighbourhood Association Grant Program Guidelines and Criteria.

Council repealed Reserve Policy COU-204 and replaced it with Reserve Policy COU-231.

Mathew Coady gave a presentation regarding reducing chemical pollution through Sustainable Procurement.

Joanne Dallman, gave a presentation regarding the Tiny Home Project.
Section 11b

Development around Nanaimo

Council approved an amended Revitalization Tax Exemption Agreement for a proposed 27-unit mixed-use development at 507 Milton Street.
Section 12b

Finance and Administration

“Financial Plan Bylaw 2022 No. 7359” (To confirm and adopt the 2023 – 2027 Financial Plan) passed three readings.

The projected property taxes increases in the Financial Plan are:

Council will have opportunities to review and amend the Financial Plan in April prior to final adoption and adoption of the Property Tax Rates Bylaw.

Section 12a

“Bylaw Notice Enforcement Bylaw 2022 No. 7159.18” (to assign fines for violations associated with the Storm Sewer Regulation and Fee Bylaw) passed three readings.

Bylaw Updates

“Storm Sewer Regulation and Fee Bylaw 2022 No. 7351” (A bylaw to regulate and collect fees and fines for the storm sewer system service) was adopted.

Section 13a

“Sewer Regulation and Charge Amendment Bylaw 2022, No. 2496.35” (A bylaw to set the 2023 rates for sanitary sewer) was adopted.

Section 13b

"South West Bulk Water Rate Amendment Bylaw 2022, No. 7099.11” (A bylaw to set the 2023 bulk water rate for South West Extension) was adopted.

Section 13c

“Municipal Solid Waste Collection Amendment Bylaw 2022, No. 7128.14” (A bylaw to  set the solid waste collection rates for 2023) was adopted.

Section 13d

"User Fee Subsidies Amendment Bylaw 2022, No. 7095.04” (A bylaw to set the 2023 thresholds for User Fee Subsidies) was adopted.

Section 13e

"Waterworks Rate and Regulation Amendment Bylaw 2022, No. 7004.18” (A bylaw to set the water rates for 2023) was adopted.

Section 13f

“Zoning Amendment Bylaw 2022 No. 4500.203” (To rezone 5378 Rutherford Road from Single Dwelling Residential [R1] to Low Density Residential [R6]) was adopted.
