September 9, 2019 Regular Council Summary

Economic Development
Council has endorsed a number of recommendations outlined in the report “Economic Development Function Service Model Recommendation”. The recommendations include endorsement of an in house/City-owned agency hybrid model for the delivery of the City’s economic development function, the establishment of an economic development steering committee and the development of a new economic development strategy.
Section 9 a

Green Communities Recognition
The City received a letter from the Green Communities Committee recognizing the significant achievements made towards reducing greenhouse gas emissions in the 2018 reporting year. The City has been awarded Level 3 recognition in the Climate Action Recognition Program.

Road Closures & Land Exchange
Council approved a road closure and disposition of an unnamed road adjacent to 3500 Rock City Road to Hazelwood Holdings Ltd.
Section 10 b

Council approved a land exchange with Vancouver Island University for a portion of their property at 900 Fifth Street for a portion of City road on Fifth Street. The trade will correct a historical encroachment.
Section 10 c

Public Art Repair & Maintenance
The public art piece “Spindle Whorl” was forcibly removed in March 2019 – it will now be replaced and permanently attached to the existing base and spindle.

Bylaw Updates
A Zoning Amendment Bylaw for 350 Terminal Avenue, to allow for a “Cannabis Retail Store” was adopted.
Section 11 a

The Nuisance Abatement and Cost Recovery Bylaw was adopted.
Section 11 b

A Housing Agreement Bylaw, authorizing a housing agreement for a 31-unit multi-family rental housing building at 337 Robson Street, was adopted.
Section 11 c

John Howard Society Funding
A motion to provide a one-time grant of $70,500 to the John Howard Society to fund 5 treatment beds at the Vancouver island Therapeutic Community for six months was referred to a future Health and Housing Task Force meeting, subject to a staff report for discussion.
