Lisa Marie Barron, Member of Parliament for Nanaimo-Ladysmith, presented the King Charles III Coronation Medal to Horst Backé.
Section 8a

Chuck Loewen, General Manager, Vancouver Island Conference Centre (VICC), provided an overview of VICC’s 2024 Annual Financials and Key Performance Indicators.

Delegations

Joanne Sales, Executive Director, Broombusters Invasive Plant Society, gave a presentation regarding the importance of removing scotch broom and the fire dangers associated with the invasive plant.

Reports

Council endorsed the proposed themes and initiatives outlined in the Public Safety Committee’s workplan.
Section 12a

A Development Permit was issued for 1960 Mountain Vista Drive, to allow for a multi-family residential development.

Bylaw Updates

"Zoning Amendment Bylaw 2023 No. 4500.206" (to rezone 878 Park Avenue from Steep Slope Residential [R10] to Low Density Residential [R6] with site-specific density and height provisions) was adopted.
Section 13a

"Bylaw Notice Enforcement Amendment Bylaw 2025, No. 7159.23" (a bylaw to assign fines associated with short-term rental violations) was adopted.
Section 13b

"Officer Designation and Delegation of Authority Amendment Bylaw 2025, No. 7353.03" (a housekeeping amendment to address staff title changes) was adopted.
Section 13c

"Financial Plan Amendment Bylaw 2025, No. 7371.02" (to amend the 2024 – 2028 Financial Plan) was adopted.
Section 13d

Correspondence & Other Business

Council will be providing a letter of support to the BC Association of Farmers’ Markets for the BC Farmers’ Market Nutrition Coupon Program.
Section 14a

Council will be providing a letter of support on behalf of BC festival and event organizers for the BC Fairs, Festivals and Events Fund.
Section 14b

Council directed staff to provide a report at a future Governance and Priorities Committee meeting on options to prohibit the sale and spread of invasive species, including options for recovering the cost of abatement.
