Reports

“Public Works Yard Updates Borrowing Bylaw No. 7386” (To authorize the borrowing of up to $90,000,000 for the construction of the Public Works Yard Updates), passed first, second and third reading.
Section 9a

Council gave direction to proceed with an Alternative Approval Process (AAP) for the borrowing of up to $90 million for Public Works Yard updates with a deadline of 4:30 p.m. on Thursday, October 31, 2024.
Section 9b

Council endorsed a Communication and Engagement Strategy for the Public Works Yard Updates AAP.
Section 9c

Council endorsed a recommendation to the Liquor and Cannabis Regulation Branch that license application number 090455 for a Cannabis Retail Store at Unit 114 – 50 Tenth Street be issued.
Section 9e

Council endorsed a minor correction to the Community Amenity Contribution for the Rezoning Application for 5360 Bergen-Op-Zoom Drive.
Section 9f

Council approved $17,000 in funding to finalize a draft “bicycle end-of-trip facilities toolkit”. The funds will be used to refine, automate and create a map-based version of the toolkit to help prioritize and identify locations for bike parking installation. Council also approved adding $75,000 in funding per year for 2024, 2025 and 2026 for the installation of secure bike parking.

“Traffic and Highways Regulation Bylaw Amendment Bylaw 2024 No. 5000.048” (micromobility traffic and safety on highways) passed first, second and third reading. The amendment would allow for devices such as e-kick scooters to operate legally on Nanaimo streets.

“Bylaw Notice Enforcement Amendment Bylaw 2024 No. 7159.22” (fines for micromobility devices) passed first, second and third reading.
Section 9i

Council directed staff to amend the design of the Westwood Lake Park washroom improvements to convert one of the non-accessible washrooms into an accessible washroom (as shown in option 3), allowing for two accessible washrooms. The budget for the project was increased by $100,000.
Section 9j

Council authorized the Mayor and Corporate Officer to sign the 2024 - 2034 Community Works Fund Agreement, which will provide dedicated funding until March 31, 2034. Community Works Funding provides funding for the City to invest in local infrastructure and capacity-building priorities.

“Zoning Amendment Bylaw 2024 No. 4500.229” (update to Interim Corridor Area) was adopted.
Section 10a

"Fees and Charges Amendment Bylaw 2024, No. 7336.10" (a bylaw to amend the Police Services (R.C.M.P.) fees for criminal records checks and fingerprinting) was adopted.
Section 10b

Other Business

Council passed a motion requiring the Systems Planning Organization, the Nanaimo Prosperity Corporation, and Tourism Nanaimo, provide quarterly reports to City Council on their activities.
