Reports

Council provided authorization for the City to enter into an agreement with E-Comm to provide 9-1-1 call answer services in 2025.
Section 9a

Council was provided with the results of the Alternative Approval Process for “Parks Dedication Amendment Bylaw 2025 No. 2255.01”. With 422 forms received, elector approval has been obtained and the bylaw allowing for park dedication to be removed from a portion of Elaine Hamilton Park was adopted by Council later in the meeting.

Council endorsed the Media Accreditation Policy which sets the criteria and process for accredited media to use electronic devices during a Council or Committee meeting.

Council was provided with an update on the status of resolutions made between January 15, 2024 – May 5, 2025.
Section 9d

Council awarded permissive tax exemptions for the 2026 taxation year to the Central Vancouver Island Multicultural Society for units 103, 205, and 404 at 235 Bastion Street and unit 201-155 Skinner Street.
Section 9e

Council directed staff to apply to the Strategic Priorities Fund Capital Infrastructure Stream for funding for the Beban HVAC project.
Section 9f

Council approved $4,994 in “Other Grant” funding with both the Nanaimo Equestrian Association and Together Against Poverty Society receiving $2,497.

A Development Permit was issued for 3425 Uplands Drive, to allow for a personal care facility.
Section 9h

Council approved a Licence of Use Agreement for two TELUS-owned 15.7m telecommunications streetlight/antenna poles to be located on City right-of-way on the east side of Shepherd Avenue and west of 601/609 Bruce Avenue. Council then directed staff to provide a letter of concurrence to Innovation, Science, and Economic Development Canada for the project.

Council received the Housing Target Progress Report for the July 1, 2024 – June 30, 2025 reporting period.
Section 9k

“Officer Designation and Delegation of Authority Amendment Bylaw 2025 No. 7353.04” (a bylaw to update delegated approval authority for development permits and to add delegated approval authority for development variance permits) passed three readings. A new Consideration of Variances Policy will be brought forward for endorsement at the time of the bylaw’s adoption.

Home Energy Retrofit Financing Local Area Service Establishment Bylaws were adopted for the following addresses: 1510 Cranberry Avenue,123 Kamp Place, 2896 105 Street, 688 Nicol Street, 101 - 5918 Kaden Place, 5384 Catalina Drive, 190 Heritage Drive, 4542 Woodwinds Drive, 32 Cilaire Drive, 4015 Uplands Drive, 1613 Blackstone Place, 146 Emery Way, 621 Victoria Road, 57 Cutlass Lookout, 448 Seventh Street, 645 Haliburton Street, 5309 Williamson Road, 437 Kennedy Street, 1 – 2465 Oriole Drive, 6217 Icarus Drive, 1674 White Blossom Way, 3200 Greystone Place, and 2554 Cosgrove Crescent.

Correspondence & Other Business

Council will be providing a letter of support to Pacifica Housing Advisory Association for their proposal to BC Housing’s Community Housing Fund to redevelop its existing site at 309 Hillcrest Avenue.
Section 11a

Council directed Staff to investigate and report to Council on the viability of establishing additional cleaning services for the South End of Nanaimo, covering all sidewalks and boulevards on both sides of the street in the areas adjacent to all current and future social services buildings, specifically but not limited to 702 Nicol Street, 355 Nicol Street, Esplanade by the Salvation Army, 100 block of Haliburton Street, Victoria Road north of Selby Street, the 100 block of Finlayson Street, as well as Nob Hill Park, Deverill Square Park, and Knowles Park until March 31, 2026.
Section 13a

Council approved a motion for the Mayor to write a letter to the new Minister of Housing and Municipal Affairs reiterating Council’s strong desire to see BC Housing consider sober housing for those who qualify for supportive housing and who are in recovery, and urging BC Housing consider the sober housing model for the upcoming project at 250 Terminal Avenue.
Section 13b

A motion requesting Island Health to close the Overdose Prevention Site at 250 Albert Street and to put future efforts towards drug-free treatment facilities was deferred to a future meeting.
