Committee Recommendations

Recommendations from the July 10, 2024 Advisory Committee on Accessibility and Inclusiveness meeting:

  • Council directed Staff to prepare a report that includes options for adding an additional accessible washroom at Westwood Lake beyond what is already included in the design.

Recommendations from the July 15, 2024 Governance and Priorities Committee meeting:

  • Council directed staff to begin preparations for seeking elector approval for the South End Community Centre.
  • Council deferred a motion regarding having staff prepare for an alternative approval process (AAP) for the South End Community Centre to a later date.
  • Council directed Staff to update costing, further develop project scope and return with a report summarizing the Waterfront Walkway Project and Beban Park amenity improvements.
  • Council endorsed the Alternative Approval Process Policy.

Recommendations from the July 17, 2024 Finance and Audit Committee meeting:

  • Council provided a $67,950 grant to the Nanaimo Curling Club for the purchase of a refurbished plate and frame chiller.
  • Council directed staff to amend the 2024 – 2028 Financial Plan to accelerate $16,000 of the $60,000 budgeted for the 55+ BC Summer Games from 2025 to 2024.
  • Council approved reallocating funds from the 2024 Culture & Event Downtown Event Revitalization Funds to:
    • Downtown Nanaimo Business Association (receiving an additional $1,100 towards Winterfest)
    • Nanaimo International Jazz Festival Association (receiving an additional $1, 100 towards Jazz Festival 2024)
  • Council approved a $793.75 Heritage Home Grant to repaint a portion of the exterior of the Land “Fernville” Residence at 167 Irwin Street.
  • Council entered into a cost share agreement with the Regional District of Nanaimo to complete a sewer main replacement in conjunction with the Wellington Pump Station Upgrades project and add a project to 2024 for $400,000 for the work, funded from the Sewer Operating Reserve.

Reports

"Fees and Charges Amendment Bylaw 2024, No. 7336.10" (a bylaw to amend the Police Services (R.C.M.P.) fees for criminal records checks and fingerprinting) passed three readings.

Section 12a

Council directed Staff to proceed with the ‘Highest Needs in Single Phase’ option for the Public Works Yard project and prepare a borrowing bylaw in support of the project.
Section 16a

Council directed staff to proceed with the Public Works Yard (Nanaimo Operations Centre) project with funding of $90 million from external borrowing with debt servicing funded by property taxation.

Section 12b

A Development Permit, with variances, was issued for 350 and 398 Franklyn Street, to allow for a mixed-use commercial and multi-family development.
Section 12c

A Rezoning Application for 5300 Tanya Drive, to allow for a multi-family residential development, passed three readings.
Section 12d

A Rezoning Application for 3425 Upland Drive, to allow for a personal care facility, passed three readings
Section 12e

"Zoning Amendment Bylaw 2024 No. 4500.229" (update to Interim Corridor Area) passed three readings.
Section 12f

Council endorsed the report "Development Approval Process Review" which outlines recommendations to improve the effectiveness and efficiency of the City's development approval process.

Section 12g

Bylaw Updates

"Zoning Amendment Bylaw 2023 No. 4500.212" (to rezone 1044 and 1048 Old Victoria Road from Single Dwelling Residential [R1] to High Tech Industrial [I3]) was adopted.

Section 13a

"Highway Closure and Dedication Removal Bylaw 2024 No. 7372" (to provide for highway closure and dedication removal of a portion of Bryden Street adjacent to 266 and 268 Bryden Street) was adopted.

Section 13b

Other Business

Council endorsed an amendment to the UBCM resolution regarding public libraries by replacing the enactment clause. The amendment will be brought forward for consideration during the Union of BC Municipalities (UBCM) convention.
