Patron of the City Award

Mayor Krog presented the Patron of the City Award to Shirley Lance, honouring her outstanding achievements and selfless volunteerism in the community.
Section 8a

Presentation

Council was provided with an overview of the key findings and trends from the 2024 Point-in-Time Count.
Section 8b

Committee Recommendations

Council directed staff to bring forward an amendment to the City’s Building Bylaw, removing a requirement related to the assessed value of a relocated building. This will make it easier to relocate a single family home to a different residential lot rather than the home being demolished.
Section 10.a.1

Council directed staff to prepare amendment bylaw for “City Plan Bylaw 2022 No. 6600” that captures the changes outlined in the staff report City Plan Review 2025.
Section 10.a.2

Council directed staff to update existing public vehicle parking rates and fines to align with City Plan policies and similar BC municipalities.
Section 10.a.3

Council added a project to the 2025 budget for $148,000 to extend the E&N Trail from Columbia Street to Seventh Street.
Section 10.b.1

Council is allocating $125,000 in funding to extend the existing service agreement with United Way BC to fund daytime operations at the drop-in hub located at 55 Victoria Road until March 31, 2026. Staff were directed to work with service providers and United Way BC to identify and secure a more suitable location for a drop-in hub, which includes shower services, and report back to Council in the fall with an update.

Delegations

Sarah Haynes, Central Vancouver Island Multicultural Society, presented the findings of their report “Through the Eyes of Our Community: Nanaimo Needs Assessment Report on Inclusion”
Section 11a

Karen Kuwica, Newcastle Community Association, spoke regarding the BC Housing supportive housing development at 250 Terminal Avenue and requested that Council to advocate for the Provincial government to include “dry housing” for clean and sober living in BC Housing’s mandate, and at the proposed housing at 250 Terminal.
Section 11c

Reports

Due to time restraints, the report “Nanaimo Builds for the Future” was deferred to the September 17 Finance and Audit Committee meeting.
Section 12a

“Traffic and Highways Regulation Amendment Bylaw 2025 No. 5000.049” (a bylaw to remove the reference to exemptions for accessible parking in city off-street parking facilities) passed first, second and third reading.
Section 12b

Council received the 2025 neighbourhood association priority requests, which will be added to the Appendix of the City’s Integrated Action Plan.
Section 12c

Development Variance Permits were issued for 945 Waddington Road, 508 Pinnacle Place, 3974 Hammond Bay Road and 25 Victoria Road.

A Development Permit was issued for 55, 65 69 and 73 Prideaux Street, to allow for a multi-family residential development.
Section 12h

Council directed staff to provide a letter of concurrence to Innovation, Science, and Economic Development Canada in response to a proposed telecommunications facility at 2517 Jingle Pot Road.
Section 12i

Council directed staff to apply for the Federation of Canadian Municipalities (FCM) Community Efficiency Financing Capital Program to support a third-party financing option as part of the City’s Home Energy Retrofit Financing Program. If successful, the City will partner with a select financial institution to offer this option to Nanaimo homeowners. Up to $120,000 will be allocated from the Climate Action Reserve Fund to continue to support the Home Energy Navigator Program for 2026 and 2027.
Section 12j

Council approved a $10,000 Heritage Façade Grant for the St. Andrew’s United Church building located at 315 Fitzwilliam Street, to repair the building’s gutters.
Section 12k

Council directed staff to fund the Townsite Road at St. Patrick Crescent raised crosswalk from Developer Contributions and reallocate the $100,000 from the 2025 Pedestrian Unallocated budget that had previously been set aside for this project to fund budget shortfalls on the 2023 Pedestrian Unallocated projects.

Staff provided Council with information on budget transfers that took place between Jan. 1 – June 30 2025.
Section 12m

Bylaw Updates

"Zoning Amendment Bylaw 2024 No. 4500.228" (to rezone a portion of 3425 Uplands Drive from Steep Slope Residential [R10] and Low Density Residential [R6] to Medium Density Residential [R8] with a site-specific personal care facility use) was adopted.
Section 13a

"Zoning Bylaw Amendment Bylaw 2025 No. 4500.235" (a bylaw to amend the landscape regulations and to replace DPA8 design guidelines) be adopted.
