Committee Recommendations
Staff will be preparing a Terms of Reference for an Agenda Committee to be discussed during a future Governance and Priorities Committee meeting.
A Key Date Calendar for the Health and Housing Task Force was adopted.
A list of ‘quick wins’ aimed at improvements to the downtown core was adopted and Staff will begin work on their implementation now.
Section 9b
Liquor Licencing
An application to extend the hours of liquor service at the Fraternal Order of Eagles building (245 Fraser Street) was approved. The new hours will be 11 am to 1 am, seven days a week.
Section 10 a
Development around Nanaimo
A residential development housing agreement for 31-units of multi-family rental housing at 337 Robson Street passed three readings. Staff will now register a covenant reinforcing the terms of the agreement.
Section 10 b
A rezoning application for 2379 Browns Lane, to permit a 27-unit multi-family development, passed two readings. A third reading will be considered once a road dedication, community contribution and access agreement has been secured.
Section 10 c
An OCP amendment application and rezoning application for 388 Machleary Street, to allow the development of a 175-unit multi-family development, passed two readings. A third reading will be considered once a road dedication, community contribution, site improvements and public rights-of-way have been secured.
Section 10 d
Bylaw Updates
An update to the Nuisance Abatement and Cost Recovery Bylaw, setting a flat fee of $250 for attendance by police or City services, passed three readings.
Section 10 e
An update to the Traffic and Highways Regulation Bylaw, removing the time-limit and payment exemptions for vehicles displaying disabled parking permits in City parkades, passed three readings.
Section 10 f
Subdivision Control Amendment Bylaw 2019 No. 3260.04 (to amend Schedule A – Manual of Engineering Standards and Specifications) was adopted.
Section 11 a
Zoning Amendment Bylaws for 6683 Mary Ellen Drive, 3200 Island Highway North and 6404 Metral Drive, to allow for a “Cannabis Retail Store”, were adopted.

Notice of Motion
A Notice of Motion regarding funding beds at the John Howard Society was introduced and will be brought forward at a future meeting.
Section 13
Bylaw Enforcement
A motion regarding the enforcement of bylaws related to access barriers such as snow and ice on sidewalks along commercial properties was deferred and Staff were directed to prepare a report for the October 28 Governance and Priorities Committee meeting.
Staff will be preparing a report and presentation for a Governance and Priorities Committee Meeting regarding the City’s bylaw enforcement function including budget, revenues and policies.
