Administration

Amrit Manhas, the City’s Economic Development Officer, provided Council with the State of the Nanaimo Economy annual report.
Section 12a

Councillors Perrino, Hemmens and Thorpe were appointed to the Parcel Tax Roll Review Panel for a term ending Dec. 31, 2023. Council Armstrong was appointed as the alternate.
Section 12b

“Growing Communities Fund Reserve Fund Bylaw 2023 No. 7361” (To establish a Growing Communities Fund Reserve Fund) passed three readings. Funding received from the Province in March 2023 will be held in this new reserve fund until they are used.
Section 12c

Council gave staff the go-ahead to proceed with organizing a neighbourhood association annual engagement event on April 26.
Section 12d

The East Wellington Park Plan was adopted. Implementation in 2023 could include bringing the park into agricultural production by working with community partners to co-manage agricultural activities on the property and partnering with Nanaimo Astronomy Society to pursue an ‘Urban Star Park’ (USP) designation by the Royal Astronomical Society for this location.

Bylaw Updates

“Morningside Drive Local Area Service Parcel Tax Amendment Bylaw 2023 No.7288.02” (To adopt amendments to reflect the change in the year of parcel tax commencement) was adopted.

Section 13a

“Zoning Amendment Bylaw 2022 No. 4500.200” (to rezone 2086 and 2090 East Wellington Road from Rural Resource [AR1] to High Tech Industrial [I3] with an additional site-specific use to allow a proposed data centre) was adopted.

Section 13b

Notice of Motion

A motion from Councillor Armstrong regarding charging the Province for all medical calls attended by Nanaimo Fire Rescue will be brought forward for discussion and consideration to a future Council meeting.
