Official Community Plan Amendment Application and Rezoning Application - 3679 Shenton Road
Council was presented with an Official Community Plan amendment application to amend the land use designation within the Official Community Plan from Light Industrial to Corridor; and to concurrently present for Council’s consideration, a Zoning Bylaw amendment application to rezone the subject property from Single Dwelling Residential to Residential Corridor to allow a proposed commercial development.
Council Outcome: Council passed first and second readings of the “Official Community Plan Amendment Bylaw 2021 No. 6500.043”. To re-designate 3679 Shenton Road on the Future Land Use Plan, Map 1, from Light Industrial to Corridor.
Council passed first and second readings of the “Zoning Amendment Bylaw 2021 No. 4500.189”. To rezone 3679 Shenton Road from Single Dwelling Residential to Residential Corridor.
Council directed staff to secure a community amenity contribution, road dedication, public access for a future lakeside trail, water modelling and off-site water system upgrades, widened sanitary sewer right-of-way, and geotechnical covenant, prior to adoption of the bylaw should Council support the rezoning bylaw at third reading.

Development Variance Permit Application - 5610 Arnhem Terrace
Council was presented with a development variance permit application to increase the maximum permitted gross floor area for a detached garage at 5610 Arnhem Terrace.
Council Outcome: Council issued Development Variance Permit No. DVP423 at 5610 Arnhem Terrace.
Section 12 b
Development Permit Application and Housing Agreement - 285 Prideaux Street
Council was presented with a development permit application and housing agreement for a proposed personal care facility with 51 supportive housing units to be located at 285 Prideaux Street.
Council Outcome: Council issued Development Permit No. DP1212 at 285 Prideaux Street.
Council directed staff to enter into discussion with BC Housing to place public art on the property at 285 Prideaux Street in 2022.
Council passed first, second and third readings of “Housing Agreement Bylaw 2021 No. 7327”. To secure unit affordability.
Council directed staff to register a covenant on the title of the land to reinforce the terms of the housing agreement.
Section 12 c
Rezoning Application - 2220, 2232, 2238, 2246, 2254 Northfield Road and 2230 Boxwood Road
Council was presented with an application to rezone the properties at 2220, 2232, 2238, 2246, 2254 Northfield Road, and 2230 Boxwood Road from Single Dwelling Residential, Duplex Residential, Medium Density Residential, and Community Service One to Mixed Use Corridor with site-specific maximum gross floor area for a grocery store to allow for a mixed-use commercial and residential development.
Council Outcome: Council passed first and second readings of “Zoning Amendment Bylaw 2021 No. 4500.187”. To rezone the properties at 2220, 2232, 2238, 2246, 2254 Northfield Road, and 2230 Boxwood Road from Single Dwelling Residential, Duplex Residential, Medium Density Residential, and Community Service One to Mixed Use Corridor with site-specific maximum gross floor area for a grocery store.
Council directed staff to secure road dedication and the community amenity contribution should Council support the bylaw at third reading.

Renter and Landlord Experience Survey
Council was provided with a summary of the results from the renter and landlord surveys conducted this spring.

School Site Acquisition Charge
Council was provided with information regarding the process for implementation of a School Site Acquisition Charge, which is being considered by Nanaimo Ladysmith Public Schools.

Curbside Recycling Contamination
Council was provided an update on the Residential Curbside Recycling Contamination Levels and Recycle BC requirements and expectations for developing a Contamination Remediation Plan.

Property Maintenance Amendment Bylaw - Third Reading, as Amended
Council rescinded third reading of “Property Maintenance and Standards Amendment Bylaw 2021 No. 7242.01.
Council gave third reading, as amended, to Property Maintenance and Standards Amendment 2021 No. 7242.01. To include the revised definition for graffiti.
