February 3, 2020 Regular Council Summary

AVICC Resolutions
Resolutions regarding the following topics will be submitted to the Association of Vancouver Island and Coastal Communities for consideration at their 2020 Annual General Meeting:

  • That the Union of British Columbia Municipalities create an independent third party to handle complaints and concerns of local government employees and officials or lobby the Provincial Government to expand their program to include Local Government.
  • That the Association of Vancouver Island and Coastal Communities expand the terms of reference for their Special Committee on Solid Waste to include circular economy.
  • That the Union of British Columbia Municipalities lobby the Provincial Government to create a Municipal Price Index that more accurately reflects the projected costs of the types of goods that municipalities purchase.

 Section 10a-c

Supervised Consumption Site Zoning Amendments
Amendments to the City’s Zoning Bylaw 2011 No. 4500 related to the siting of Federally-approved supervised consumption sites passed first and second reading. If approved, the definition for “Drug Addiction Treatment Facility” will been removed, definition of ‘Office Medical/Dental’ will be amended to exclude Supervised Consumption Sites and a new definition for Supervised Consumption Sites will been added.
Section 10d

Development around Nanaimo
A Development Permit was issued for 666 Fitzwilliam Street, to allow for a new fire station.
Section 10e

A Rezoning Application for 3841 and 3817 Victoria Avenue and 3896, 3874, 3852, 3848 and 3816 Island Highway North, to allow future mixed development, passed two readings. A third reading will be considered at a Public Hearing.
Section 10f

A Rezoning Application for 405 Rosehill Street, to allow a multi-family development, passed two readings. A third reading will be considered at a Public Hearing.
Section 10g

Council will be recommending the Liquor Cannabis and Regulation Branch approve a liquor licence application permitting liquor to be served at a spa at 6359 Hammond Bay Road.
Section 10h

Bylaw updates
The following bylaws were adopted by Council:

"Sign Amendment Bylaw 2020 No. 2850.22” (To amend sign regulations pertaining to home-based businesses)

"Zoning Amendment Bylaw 2019 No. 4500.168" (To rezone portions of 4271 Jingle Pot Road from Single Dwelling Residential [R1] and Duplex Residential [R4] to Low Density Residential [R6], R1, and R4)
