Committee Recommendations

Recommendation from the June 8, 2026 Governance and Priorities Committee meeting:

• The Mayor, on behalf of Council, will send a letter to the Minister of Housing and Municipal Affairs requesting that the new supportive housing units designated for 250 Terminal Avenue be dry supportive units.

Recommendations from the June 15, 2026 Governance and Priorities Committee meeting:

• Council directed staff to report back on long-term borrowing options for necessary sanity sewer trunk upgrades, to develop an enhanced inflow and infiltration (I&K) reduction program for Council to consider and to continue permitting new or larger sewer connections where appropriate.
• Council directed staff to prepare a Tenant Protection Bylaw which would apply to the development of buildings with four or more rental units, with an aim to support tenants at risk of displacement due to the redevelopment of purpose-built rental buildings.

Recommendations from the June 17, 2026 Finance and Audit Committee meeting:

• Council accepted the 2025 Statement of Financial Information for filing with the Ministry of Municipal Affairs and Housing.
• Council approved a $2,834 grant to the Nanaimo Disability Centre, to construct a wall to create private offices, and a $2,036 grant to Special Olympics Nanaimo for pool rental fees (in-kind).
• Council directed staff to submit an expression of interest to the Mini Peaks Legacy Project for funding to install a mini-pitch in Beban Park.

Council approved the 2025 Annual Municipal Report.
Section 12a

“Off-Street Parking Regulations Bylaw 2026 No. 7453” (To regulate off-street parking and transportation demand management within the City of Nanaimo) passed first, second and third reading.
Section 12b

“Traffic Demand Management Reserve Fund Bylaw 2026 No. 7456” (To establish a Traffic Demand Management Reserve Fund) passed first, second and third reading.
Section 12c

“Officer Designation and Delegation of Authority Bylaw 2026, No. 7353.05” (an amendment to designate Servicing Officers) passed first, second and third reading and “Zoning Amendment Bylaw 2026, No. 4500.257” passed first and second reading.
Section 12d

Council received the 2026 Neighbourhood Association Priority Requests.
Section 12e

“Zoning Amendment Bylaw 2026 No. 4500.256” (Social Housing Zone) passed first and second reading. Once adopted, this amendment will see parcels of land within the City’s Urban Centre and Corridor future land use designations pre-zoned to facilitate the delivery of social housing.

Development Reports

A Development Variance Permit was issued for 202 and 210 Fourth Street, to reduce the combined minimum parking requirements for a restaurant and proposed daycare.
Section 13a

A Development Permit was issued for 5180 Universal Place, to allow for a multi-family residential development.
Section 13b

Council will be recommending that the Liquor and Cannabis Regulation Branch deny the application to amend an existing liquor primary licence for an entertainment use (nightclub) at 240 Skinner Street.
Section 13c

An application to rezone 2335 Departure Bay Road, to facilitate a multi-family development, passed three readings.
Section 13d

An application to rezone 2180 Highland Boulevard, to allow for a “Cannabis Retail Store” passed two readings. A public hearing will be held prior to third reading being considered.
