Finance and Audit Committee - February 19, 2020

The following recommendations will be sent to Council for approval:

Community Program Development Grant

  • Approve a $3,000 Community Program Development Grant for the Nanaimo Science and Sustainability Society (NS3) to assist in funding a Science in the Park summer program for children and families.

Nanaimo Art Gallery Development

  • Direct staff to work with the Nanaimo Art Gallery on moving forward with the next phase of its development, returning with options which may include an updated co-management agreement and including funding options for Council’s consideration in the 2021-2025 budget deliberations.

Rotary Centennial Garden Project Update

  • Add $186,120 to the 2020 budget for the Rotary Centennial Garden Project at Maffeo Sutton Park.

CCTV Equipment & Van

  • Approve an increase of $214,458 to the budget for a Closed Circuit Television Video Equipment and Camera Van purchase. This system is used to assess the condition of the City’s sewer systems.

Funding for Overdose Emergency Response Conference

  • Distribute $200,000 in funding, received from the Ministry of Mental Health and Addictions, to the British Columbia Patient Safety & Quality Control Council for an Overdose Emergency Response Centre Conference which will be hosted in Nanaimo in 2020.

British Columbia Poverty Reduction Grant

  • The City will be supporting the Regional District of Nanaimo’s (RDN) application to the UBCM Poverty Reduction Planning and Action grant program for a Social Needs Assessment and Strategy. If successful, the RDN would receive and manage the grant funds on the City’s behalf.

Sponsorship Policy and Development

  • A two-phased approach for creating a sponsorship policy and strategic plan will go ahead. The first phase involves issuing a Request for Proposals to conduct a feasibility study and assess the City’s inventory of possible sponsorship locations, as well as developing a sponsorship/advertising/naming policy and strategic plan. The second phase would see the implementation of a sponsorship program.

CleanBC Better Homes Rebate program

  • Staff will be coordinating with the Province of BC to participate in the CleanBC Better Homes Rebate Program and adding $100,000 to the 2020-2024 Financial Plan for participation in the program.
