The City has two filling stations located at:

  • Labieux Road, Nanaimo
  • Chartwell Road at MacMillan Road, Cedar

The City of Nanaimo is not responsible for the quality of water once it leaves the bulk water filling station.

Bulk Water Application and SMART Card Payment

Apply to get bulk water

A SMART card is required to access the Bulk Water Filling Stations and anyone can apply to get a card.

Fill out the appropriate commercial or residential application form.

Once the City completes the account setup, an e-mail will be sent to the applicant with information on the account access, administration fees and when the SMART card(s) is(are) ready for pickup.

The administration fees (application form and SMART card) are charged as per Bylaw #7004. The fees are non-refundable and must be paid for at the time of the SMART card(s) pickup.

Payment for the application fees and SMART card(s) can be made by cash, debit card or credit card at the City of Nanaimo Public Works office at 2020 Labieux Road during the following times: Monday to Friday between 8am and 430pm.

Loading your SMART card(s)

The SMART card(s) are tied to an accounting system and the cards can only be credited or topped up via the online web site.

To access your SMART card(s) account(s) please go to the following website (a Firefox web browser is required).

      Bulk Water Filling Station Management System

Enter the user name and password supplied to you by the City to review your account and load or top up your SMART card. Your existing account balance is also available on the web site.
